Investors Bancorp, Inc. Announces Decision Not to Participate in the Treasury Department’s Capital Purchase Program

Short Hills NJ - PR NEWSWIRE - November 12, 2008 - Investors Bancorp, Inc. (NASDAQ: ISBC)(“Company”), the holding company for Investors Savings Bank (“Bank”), announced that after careful consideration, the Company has decided not to participate in the Treasury Department’s Capital Purchase Program which is part of the broader Troubled Asset Relief Program (TARP). As of September 30, 2008, the Company had a tier 1 leverage capital ratio of 12.67%, a tier 1 risk based capital ratio of 22.33% and a total risk based capital ratio of 22.82%. The Company believes it is well positioned to continue lending to individuals and businesses in its New Jersey market and navigate through this difficult economic environment.

Investors Bancorp MHC, our mutual holding company parent, currently owns approximately 60% of the Company’s outstanding stock. The Company therefore has the ability to raise additional capital through a second step stock offering.
