To the and Exchange Commission,

Following my husband's death, I knew that I needed financial advice.
My husband had been an investment officer for banks.  I was  happpy to
let him manage all our finaces.  Now, financially ignorant and
fraightened I sought  financial advice..... After a 3 year period and
trying 3 different financial advisors i realized the only people making
money were the advisors and that the only person who would take care of
me and  ensure I would have enough money for a long life was me.
Fortunately, I am reasonably intelligent. Maybe it would cost me the
equivalent of a college education while I learned to invest our
savings.  I am glad to say that my husband would be proud of me. I did
well.  But not everyone can do that.  It is important to have souond
laws to protect people who need a good financial advisor.

I'm counting on you to make a stronger rule that closes the loophole.
Americans who've worked hard to save for retirement deserve peace of
mind about their financial security.
