Jun 21, 2018 Securities and Exchange Commission To the and Exchange Commission, This sounds like that "GREY AREA" where "Intent to defraud" lies lurking in the grass waiting to take its next victim. If someone such as a contractor, had done this, the authorities would be all over them like white n rice. Why is this any different except they have been licensed to do this. Either way its still wrong. I'm counting on you to make a stronger rule that closes the loophole.
