SEC Proposes EDGAR Filer Access and Account Management Rule and Form Amendments

On September 13, 2023, the SEC proposed rule and form amendments concerning access to and management of accounts on the SEC’s EDGAR system that are related to potential technical changes to EDGAR to improve filer access and account management (collectively, “EDGAR Next”). The SEC seeks comment on the proposed rule and form amendments, as well as feedback on the related technical changes.

On September 18, 2023, the SEC will open to the public a dedicated test environment that will reflect the proposed rule and form amendments and related technical changes (the “EDGAR Next Proposing Beta”). The EDGAR Next Proposing Beta will remain open until March 15, 2024. 

The public comment period for the proposed rule and form amendments will close 60 days after the date of publication of the SEC’s proposing release in the Federal Register. We encourage filers and filing agents to submit comments on the proposal during the comment period.          

In addition, we encourage filers and filing agents to test and provide technical feedback on the related technical changes reflected in the EDGAR Next Proposing Beta throughout the period it is open. Technical feedback may be submitted to the public comment file.

Registration is not necessary for the EDGAR Next Proposing Beta. 

The public may access the EDGAR Next Proposing Beta landing page from the EDGAR Next—Improving Filer Access and Account Management page on SEC.gov, beginning September 18, 2023. From the landing page, those wishing to test should follow prompts to obtain individual account credentials from Login.gov and thereafter submit a test Form ID on the EDGAR Next Proposing Beta to obtain a CIK for testing purposes. Instructions can be found in the Access EDGAR Next Proposing Beta section of the EDGAR Next page on SEC.gov.
